国家外国专家局关于公布2012年度境外培训机构名单的通知

各省、自治区、直辖市及副省级城市外国专家局、新疆生产建设兵团外专局，国务院各部委、直属机构引智工作归口管理部门：

　　根据《国（境）外培训渠道管理暂行办法》（外专发[1999]4号）的规定，现将认定的2012年度境外培训机构名单予以公布（名单附后）。

　　一、经我驻外使领馆、中国国际人才交流协会及其驻外办事机构推荐和评估，根据各地区、各部门2011年度与各境外培训机构的合作情况，国家外国专家局出国培训管理司2012年度认定290家境外培训机构。

　　二、经我局有关部门评估，终止与以下1个境外机构合作关系：

　　美中贸易科学技术公司（编号990037）

　　三、经我局有关部门评估，2012年暂缓公布以下2个境外机构，暂停与其合作关系：

　　1. 美国东方专业教育中心（编号990014）

　　2. 英国桑德兰大学（编号994408）

　　四、各地区、各部门的出国培训归口管理部门在出国（境）培训工作中，要认真执行《国（境）外培训渠道管理暂行办法》，对境外培训机构使用情况及出现的问题应及时上报反映。

　　五、各单位出国（境）培训项目要优先选择信誉好的大学和专业培训机构，以保证培训质量。国家外国专家局出国培训管理司将按有关规定对发现问题的或专业不对口的培训机构进行调整。

　　六、为规范对境外培训机构的使用，杜绝中介转手等在渠道使用上的不正之风，国家外国专家局出国培训管理司将对境外培训机构使用中出现的违规违纪问题进行严肃查处。

　　七、经认定并予以公布的境外培训机构，要遵守中国政府有关出国（境）培训的政策及规定。凡有违反《国（境）外培训渠道管理暂行办法》规定的境外培训机构，将被取消认定资格。
